Under general direction, manages the activities, programs and staff of a branch of the OCLS.

This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.

  • Plans, organizes, administers, reviews and evaluates the activities of professional, technical and office support staff.
  • Interview, recommend and facilitate hire and train branch personnel, assign and review work, monitor work quality and assist to resolve operating problems. Explain and enforce personnel rules and regulations, interpret and clarify policy, maintain discipline, handle employee grievances and maintain harmonious employee relations.
  • Appraise performance and recommend changes in employee status.
  • Establish, implement and adjust branch work schedules and assignments, ensuring adequate coverage on all required services. Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
  • Develops, implements, and coordinates training programs for staff.
  • Respond and resolve patron inquiries; explain policies and procedures; provide customer service, collection assistance, technical assistance and reference assistance.
  • Develop, implement and administer plans for collection layout and space requirements; develop book displays in accordance with established book sale and promotion programs; create displays relevant to program and promotion requirements.
  • Manage and account for funds from sale of library materials and the collection of fees and fines; oversees reconciliation of cash receipts, preparation of bank deposits and expense budget tracking for library purchasing.
  • Collaborates with OCLS branches/departments, community relations and community groups on the development and implementation of programming and events in the branch; evaluates effectiveness of programs; markets programs; monitors community trends and service needs.
  • Oversees facility management to ensure safe and efficient use; documents and reports janitorial and physical plant issues; uses security cameras to monitor branch activities; responds to emergencies.
  • Represents the OCLS and the branch in meetings with representatives of professional and business organizations for the acquisition of funds/sponsorships to institute programs and purchase resources for the branch or system.
  • Develops and participates in OCLS strategic goals and objectives; assists with applications for grant program opportunities; manages awarded grants and ensures compliance with grant standards and requirements.
  • Track data and prepare a wide range of periodic and special reports relating to utilization, branch activities, payroll, expenditures, and other operating issues.
  • Monitors technological and professional trends in library operations; develops proposals for service improvements at the branch and system levels; may be tasked as project manager.
  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.

Education and Experience:
Master's Degree in library sciences, education, or a closely related field; AND three (3) years of professional level library experience; OR an equivalent combination of education, training and experience as determined by Human Resources.

  • Standard office practices and procedures, including filing and the operation of standard office equipment; correct business English, including spelling, grammar and punctuation.

Under General Direction - Incumbents at this level have considerable latitude in the application of departmental policy, and they follow general guidelines or professional and administrative standards in accomplishing assignments. They are responsible for planning and organizing their own workload, but ordinarily cannot change methods of their assigned work unit, established operations, or departmental policy without supervisor approval. Supervision is
minimal, indirect, and usually limited to technical oversight.
