This is highly responsible supervisory, technical work in computer systems design, implementation, and operation in the Alachua County Library District.

An employee assigned to this classification is responsible for supervising network communications within and among all Library District outlets, scheduling operations, studying and evaluating alternative systems and software, and recommending procurement and implementation of the most efficient systems.

Work is performed under the supervision of the Network Manager and is reviewed through conferences, reports, and observation of results obtained.
 Examples of Duties:
ESSENTIAL JOB FUNCTIONS

Supervises and coordinates the activities of subordinate employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; conducting performance reviews; and conducting departmental training and orientation.

Schedules and supervises inspection of network equipment, including cabling, routers, bridges, terminal servers, CPU connections, micro computers and terminals; oversees maintenance and repairs on equipment in all Library District outlets.

Monitors network system activity to ensure communications are processing properly and efficiently. Consults with staff to evaluate input, processing requirements and desired output, making recommendations on system design.

Troubleshoots problems by searching for high error rates and collisions on the system; reconfigures to eliminate downtime and improve response time on the system.

Conducts research projects and assists the Network Manager, as required. Generates and analyzes reports on network activity; produces reports on user statistics.

Assists staff and users in troubleshooting problems as required.

Evaluates existing hardware and software and new innovations in network communications. Prepares cost estimates for system design and processing information. Recommends additions and/or changes to the existing system.

Assists with new network designs and revises existing ones to facilitate integration and processing of individual systems.

Trains Automated Services staff in the use of network hardware and software; develops and conducts training programs. Documents training procedures.

Operates Library District motor vehicle.

Performs related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of network communications including wiring, connections and pathways as related to network communications systems.

Considerable knowledge of available hardware and software.

Knowledge of UNIX, Windows, and Apple Macintosh operating systems, TCP/IP and NT networking.

Skill in monitoring and repairing cabling, routers, bridges, terminal servers, terminals and connectors.

Ability to plan, schedule, and coordinate work on a variety of projects.

Ability to monitor network system activity; ability to reconfigure the system and make repairs as necessary.

Thorough knowledge of principles, practices and techniques of system sciences.

Ability to install, modify and repair related equipment.

Ability to transport self and equipment to all Library District locations.

Ability to develop and carry out objectives.

Ability to interpret and work from technical manuals, diagrams or blueprints.

Ability to interface complex systems accurately and independently.

Ability to effectively supervise and coordinate the activities of subordinate employees in the use of network hardware and software..

Ability to establish and maintain effective work relationships with Library District employees and employees of other agencies.

Ability to communicate effectively, both verbally and in writing.

Ability to effectively prioritize and organize work.

Understand how and why Library policies and procedures were developed.

Ensure patron compliance of all policies and procedures through effective communication and enforcement.

The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds while setting up new personal computer systems and/or network servers. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus associated with the constant use of computer monitors.

While performing the duties of this job, the employee is occasionally works near moving mechanical parts, and is occasionally exposed to risk of electrical shock.

Education:

Bachelor's degree in computer science or related field and two years recent, responsible experience repairing and maintaining computer local and wide area networks and/or integrated systems; or any equivalent combination of related training and experience. Must possess a valid State of Florida Driver's license and be insurable by the District's insurance carrier. Successful completion of a criminal history background investigation is required prior to employment. Evening and weekend work hours may be required. Understands principals of network security. Must have an established expertise of networking protocols, IP networking, virtualization technologies, SAN technologies, server operating systems, network operating systems, VoIP communications, and related best practices preferred.
