The purpose of this classification is to plan, organize, manage, and supervise operations of regional and branch library in accordance with the policies and procedures established by the Library Division Director.

Supervises, directs, and evaluates assigned staff of professional and administrative employees, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and makes hiring recommendations. Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise. Assists in interpreting and ensuring compliance with all applicable rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations. Manages and organizes a major library facility or function, such as the public service departments of reference, circulation, and children's or the acquisitions division; develops systems and methods for completion of tasks associated with a major library facility; develops work schedules to ensure adequate coverage. Recommends and assists with implementation of long and short-term goals and objectives; implements new or revised policies and procedures. Monitors library facility for condition and maintenance needs. Evaluates, selects and purchases a variety of adult library materials for the entire Library System: negotiates with vendors for quantity discounts and standing order programs; reviews titles requested by others selecting materials for purchase; ensures collections are balanced and provide materials needed and requested by customers; provides guidance in weeding materials from collections; develops collection development policy, with assistance from other Librarians; responds to complaints about content of library materials purchased; manages materials budget to ensure all locations receive an appropriate number of new materials; and monitors high demand and best seller reserve lists to ensure appropriate purchases. Assists in planning and implementing library programs and activities; evaluates efficiency and effectiveness of library operations, programs/services, procedures, and use of resources; recommends and/or implements improvements as needed. May work circulation/reference desk; troubleshoot computer and printer problems; and answer reference questions. Assists with development and implementation of budget for area of assignment; provides budgetary input; monitors expenditures to ensure compliance with approved budget. Supervises and performs customer service functions; provides assistance and information related to library programs, services, events, fees, procedures, forms, or other issues; responds to complaints and questions related to library operations; provides information, researches problems, and initiates problem resolution. Compiles or monitors administrative and/or statistical data pertaining to division operations, such as inventory levels, circulation statistics, or program attendance; analyzes data and identifies trends; summarizes data and prepares reports for use in assigning workload, evaluating effectiveness of programs, or other purposes. Prepares or completes various forms, reports, correspondence, schedules, performance appraisals, work orders, purchase requisitions, budget documents, training documents, committee reports, charts, signage, policies, procedures, or other documents. Receives various forms, reports, correspondence, job applications, time sheets, attendance records, statistical data, budget documents, inventory reports, maintenance reports, policies, procedures, manuals, catalogs, computer/technical documentation, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate. Operates a personal computer, general office equipment, library equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, desktop publishing, library circulation system, e mail, Internet, or other computer programs. Communicates with supervisor, management staff, employees, other divisions, vendors, program providers, community organizations, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Attends and/or chairs meetings as needed. Maintains an awareness of new technologies, trends and advances in the profession; reads various books, literary journals/publications, and other professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.


Master's degree in Library Science from a graduate program accredited by the American Library Association; supplemented by five (5) years previous experience and/or training that includes professional library work, library facility operations, reference library services, children's library services, supervision, customer service, and personal computer operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
