This is highly responsible administrative and technical work, planning and directing all aspects of the construction and maintenance of the Alachua County Library District's facilities.
An employee assigned to this classification is responsible for all activities, operations and functions of their assigned area, including the supervision of staff, management of fiscal operations, capital improvement programs, organization, recommendation and implementation of policies, as well as development of short and long range plans.

Work is performed independently under the direction of a higher level supervisor and is reviewed through conferences, reports, performance reviews and observation of results obtained.
 Examples of Duties:
ESSENTIAL JOB FUNCTIONS

Coordinates the work of a major section of the Administrative Services Division that includes maintenance services, and the security of all facilities.

Supervises and coordinates the activities of subordinate supervisors and other employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; conducting performance reviews; and conducting departmental training and orientation.

Keeps abreast of new developments in Maintenance, and Security. Analyzes needs, recommends and implements appropriate measures for improving service; disseminates such information to Section, Administrative Services Division, and other library staff.

Plans, organizes and coordinates section's in-service training. Provides assistance and guidance.

Develops Section budget, monitors and controls budget expenditures, including reviewing all contractors' applications for payment.

Plans and organizes services. Recommends policies to the Administrative Services Division Director; and implements procedures for the Section and District-wide.

Works with other Section Administrators, Division Directors, and Library Administration to provide a coordinated program of library services in compliance with the Long Range Plan and Service Level Guidelines.
Coordinates District-wide projects and studies at the direction of the Administrative Services Division Director; develops, implements, analyzes and reports statistical measures of library service.

Recommends changes in Long Range Service Plans to the Administrative Services Division Director; assists in developing plans District-wide at the direction of the Administrative Services Division Director.

Provides Board of Trustees and Governing Board with information as requested by the Administrative Services Division Director.

Coordinates Capital Improvement Program for Library District facilities; oversees project close-out to ensure receipt of warranties, operation and maintenance manuals and as-built drawings.

Oversees the owner's responsibility in the contract relationship with the architect and contractor.

Oversees all phases of construction building including necessary plans for temporary facilities and permanent relocation.

Reviews all change orders.

Plans and ensures implementation of effective maintenance programs for equipment, building and janitorial needs.

Develops and monitors an energy conservation program for the Library District's buildings.

Ensures continuous availability of supplies needed to maintain the Library District's buildings and grounds.

Writes memos, agenda items and reports; drafts contracts and maintains files.

Attends conferences and participates in related professional organizations.

Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES

Comprehensive knowledge of Maintenance, and Security policies district-wide.

Comprehensive knowledge of management and supervisory techniques and the ability to apply them to create effective and efficient service.

The ability to supervise and organize the work of subordinate staff, enforce disciplinary procedures, coach and counsel staff and effectively appraise employee's performance.

Thorough knowledge of modern methods of building and grounds maintenance principles and practices.

Considerable knowledge of operating principles of building systems, grounds and facility management and telephone installation and systems.

Considerable knowledge of County and State laws, codes and ordinances governing building, electrical and plumbing standards.

Considerable knowledge of all areas of building construction; the materials and methods used in building construction; and the stages of construction when possible defects and violations may be most easily observed and corrected.

Ability to understand the budget of a capital project and to recognize potential cost impacts related to construction changes.

Ability to make effective, professional decisions based on available facts using considerable independent judgment and knowledge and experience in the field of building construction.

Ability to interpret legal construction and building documents/contracts in order to monitor construction progress and ensure compliance with those documents.

Ability to prepare budget and reports; formulate and implement effective safety and maintenance procedures.

Ability to formulate and effectively and efficiently implement policies and procedures.

Ability to effectively plan for and manage administrative records and controls; prepare periodic and special reports.

Ability to communicate effectively both verbally and in writing.

Ability to establish and maintain effective working relationships with library staff and the public.

Ability to contribute to the overall growth and development of the Library District.

Understand how and why Library policies and procedures were developed.

Ensure patron compliance of all policies and procedures through effective communication and enforcement.

Education:

Bachelor's degree in building construction, business management or related field and four years progressively responsible managerial work in facility management including two years of supervisory experience; or any equivalent combination of related training and experience. Must possess a valid State of Florida Driver's license and be insurable by the District's insurance carrier. Must provide own means of transportation. Successful completion of a criminal history background investigation is required prior to employment.
