Under general direction, assists in the management of the activities, programs and staff of a branch of the OCLS. 

This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.

  • Plans, organizes, administers, reviews and evaluates the activities of professional, technical and support staff.
  •  Recommends selection of staff; trains staff and provides for their professional development; administers discipline as required.
  • Contributes to the overall quality of the branch's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
  • Assists in the development and implementation of training programs for staff on customer service.
  • Responds and resolves patron inquiries; explain policies and procedures; provide customer service, collection assistance, technical assistance and reference assistance.
  • Assists in the development, implementation and administration of plans for collection layout and space requirements; develop book displays in accordance to program and promotion.
  • Assist in coordinating, developing, selecting implementing and/or presenting programming or presentations for the location; supports staff in presenting programs including planning, preparation and supplies.   
  • Assists in the management and accounting for funds from the sale of library materials and the collection of fees and fines; oversees reconciliation of cash receipts, preparation of bank deposits and expense tracking for library supplies purchasing.
  • Collaborates with OCLS branches/departments, community relations and community groups on the development and implementation of programming and events in the branch; evaluates effectiveness of programs; markets technology programs; monitors community trends and service needs.
  • Assists with the oversight of facility management to ensure safe and efficient use; documents and reports janitorial and physical plant issues; uses security cameras to monitor branch activities; responds to emergencies.
  • Represents the OCLS and the branch in meetings with representatives of professional and business organizations for the donations of funds/sponsorships to institute programs and purchase supplies for the branch.
  • Developing, implementing and/or presenting programming or presentations.   
  • Assists in the development and participates in OCLS strategic goals and objectives.
  • Performs community outreach, event development and presentation to community groups and organizations to communicate the resources, events and programs of the Library.
  • Monitors technological and professional trends in library operations; develops proposals for service improvements at the branch and system levels; may be tasked as project manager.
  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.

Education and Experience: 
Bachelor’s Degree, strong customer service, and leadership skills.

Required Certificates, Licenses, and Registrations: 

  • Florida Driver’s License.

  • Principles and practices of library sciences and services.
  • Principles and practices of grant and budget administration.
  • Applicable laws, codes and regulations.
  • Principles and techniques of preparing effective written informational or educational materials.
  • Data sampling and statistical analysis techniques.
  • Administrative principles and practices, including goal setting, program development, implementation and evaluation, and the management of employees.
  • Principles and practices of developing teams, motivating employees and managing in a team environment.
  • Records management principles and practices.
  • Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone.
  • Principles and techniques of making effective oral presentations.
  • Office programs:  Microsoft Suite, Good Docs, and library resources.
  • Standard office practices and procedures, including filing and the operation of standard office equipment; correct business English, including spelling, grammar and punctuation.

Under General Direction - Incumbents at this level have considerable latitude in the application of departmental policy, and they follow general guidelines or professional and administrative standards in accomplishing assignments. They are responsible for planning and organizing their own workload, but ordinarily cannot change methods of their assigned work unit, established operations, or departmental policy without supervisor approval. Supervision is minimal, indirect, and usually limited to technical oversight.
