The Outreach Librarian strives to provide equitable access to library services to all members of the community by identifying under-served and at-risk populations, learning their needs, and developing and providing needed programs and services. Responsibilities include presenting programs for all ages in a variety of non-library locations, and coordinating the Adult Literacy program for the Northwest Regional Library System. The Outreach Librarian will also routinely assist in coverage of public service desks at the Bay County Public Library. Hours include nights and weekends.  

 

Essential Functions and Responsibilities

 

  • Initiates, plans, and conducts community outreach services at local schools, recreation centers, senior citizen facilities, and businesses; conducts off-site library card registration.
  • Develops partnerships with local agencies to identify community needs and provide appropriate programs and services to underserved and at-risk communities. 
  • Supervises adult literacy volunteers.
  • Works cooperatively with library staff and volunteers to develop, plan and present classes and events in library and non-library locations. 
  • Coordinates activities of the Adult Literacy program for the Northwest Regional Library System including classes in basic reading and writing competencies, English language skills, and preparation for GED and U.S. Citizenship exams.
  • Assists in developing and implementing goals, objectives, policies, procedures and work standards for library outreach and literacy activities.  Makes recommendations for improved service delivery.
  • Assists in development of curriculum and prepares lessons and other instructional materials to meet individual needs of volunteer tutors and students considering educational levels and English proficiency.
  • Participates in individual and group activities to improve competencies in basic reading and/or English –as-a-second language; participates in workshops to train volunteer tutors.
  • Researches, writes, acquires and administers grants to support library outreach programming.
  • Selects materials for the Literacy and Outreach collections and assists in the removal of materials based on established collection management policies and procedures.
  • Prepares and delivers speeches to community groups to inform them about library programs and services.
  • Visits school and community groups to provide instruction and information about the library and available services; registers customers for library cards, renews accounts and checks out materials in non-library locations.
  • Delivers research assistance to the public. Answers inquiries in person, by phone and via online services; teaches the use of research resources such as the library online catalog and electronic databases; recommends library resources for homework help, job searching and other research needs.
  • Teaches computer skills, Microsoft Office programs, electronic devices and the Internet.
  • Maintains a thorough knowledge of books written for children, teens and adults and makes suggestions to customers based on reader needs and interests.
  • Delivers age-appropriate materials to daycare sites; senior centers, independent and assisted living facilities and nursing homes.
  • Coordinates the online high school scholarship program when funds are available.
  • Stays abreast of professional best practices and attends training as needed to provide high-quality instruction; modifies and makes improvements to services in order to meet public demand.
  • Prepares handouts, educational aids, book lists and programming materials.
  • Maintains a calendar of events and attendance records for outreach events; compiles statistics from all branches providing adult literacy programming; provides regular reports to library administration.
  • Schedules literacy classes and coordinates use of the training room.
  • Participates in a regular rotation of evening and/or weekend hours at a public service desk at the Bay County Public Library.
  • Maintains and increases skills while keeping abreast of current developments in the library field through continuing education, professional reading, workshops and conferences.
  • Requires frequent travel in the library system service area to provide outreach services.
  • Regular reliable full time attendance as scheduled.
  • The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.

Education:

Minimum Qualifications

 

  • Master’s Degree in Library Science from an American Library Association accredited library school or equivalent education.
  • A minimum of 2 years’ public library or other related experience.
  • Must maintain good interpersonal, communication, and collaboration skills to deal with the public.
  • Must be able to speak, write, and comprehend the English language.
  • Weekend and evening hours required.
