The USF Libraries is responsible for acquiring information materials and resources in all formats, both physical and electronic, and making those materials accessible to support every course curriculum and advance the University of South Florida's scholarly research. Most of the USF Libraries electronic resources are governed by license agreements. The terms and conditions within the license contracts must be reviewed to ensure the University maintains certain access, use and reproduction rights within the agreement. If the contract is lacking any language within the terms, this position will amend the contract by adding the preferred language and/or special provisions to the agreement for the vendor to review and the begin to negotiate the terms and conditions. Also, many of the resource service providers have an annual increase of 3%, this rate can sometimes be negotiated for a lower rate. This position will need to develop and maintain positive relationships with vendors and try to negotiate resource pricing to ensure the University is receiving the best deal possible without sacrificing access to content. This position will work closely with the Office of the General Counsel and USF Procurement Services as needed with the negotiations.
RESPONSIBILITIES:
Review terms and conditions of license agreements for library resources and add amendments if necessary to include preferred language regarding access, use and reproduction rights. Negotiate license agreement pricing with vendors for library resources. Serve as liaison with the Office of the General Counsel and USF Procurement Services.
Prepares monthly financial reports, reconciliations, expense transfers and projections on the balances for the Library resources budget by performing a detailed review and analysis of the budget, encumbrances and actuals. Advising management of potential areas of over/under allocation, and when any transfers need to take place.
Has approval authority for all purchasing related activities and provides oversight by monitoring how purchases are affecting the budget, for compliance with USF policies and for appropriate spending limits.
Develop, maintain, and modify licensing guidelines and preferred language for the USF Libraries license agreements.
Assist with purchasing any necessary USF Libraries related materials or services.
POSITION QUALIFICATIONS:
MINIMUM:
A Bachelor's Degree in an appropriate area of specialization and three years of appropriate experience, including a general understanding of best purchasing practices related to license agreements, preparation of purchase orders, contracts, requests for proposals/quotes, ethics and accounting processes.
PREFERRED:
A Bachelor's degree with 3 years of library purchasing experience and/or experience with contract administration and negotiation are preferred.
